Autorízase a los Ministerios de Justicia y Obras Públicas para celebrar contratos con el objeto de utilizar el trabajo de los presos en las obras públicas. Estos contratos se perfeccionarán con la sola aprobación delos dos Ministros, y en ellos podrá estipularse el avance de sumas de dinero por parte del Ministerio de Obras Públicas.
