° Para alcanzar estos objetivos, el ingreso a los empleos de Carrera de la Planta de Personal de la Registraduría Nacional del Estado Civil y los ascensos se harán exclusivamente con base en el mérito, mediante concursos, y la permanencia en ellos se determinará por calificación de servicios. En ningún caso la filiación política del candidato al ingreso o al ascenso, o consideraciones de otra índole diferentes a las del mérito, pueden tener influencia alguna.
