Los órganos de dirección, administración y asesoría de los Institutos, su composición, funciones, así como las disposiciones para su convocatoria y funcionamiento, serán determinadas en sus estatutos. Los directores generales de los Institutos deberán acreditar calidades científicas distinguidas y tener experiencia administrativa, los términos de su vinculación serán definidos en los estatutos.
