El presente Decreto rige a partir de la fecha de su expedición y deroga todas las disposiciones que le sean contrarias en especial el decreto 2762 de 1980 y las normas que lo desarrollen, el capítulo VI del Decreto 259 de 1981 y el Decreto 2647 de 1984.
