Autorízase al Gobierno para celebrar con el Export Import Bank of Washington, un arreglo en virtud del cual se aumente en ocho millones de dollares de los Estados Unidos de América (USA $8.000.000) la cuantía del crédito concedido a la Nación por aquella entidad, conforme el convenio de 23 de julio de 1941, de que trata la Ley 48 del mismo año.
