Art. 12. Las disposiciones de la presente ley, así en cuanto aseguran los derechos de la propiedad, como respecto de los gravámenes generales que sobre ella hacen pesar en tiempo de guerra, comprenden y son obligatorias á todos los habitantes de la República, cualquiera que sea, por otra parte, su nacionalidad.
