"Art. 7°. Cuando la Compañía de conclusión del Canal este legalmente organizada y haya reanudado los trabajos de conformidad con lo establecido en la condición 2ª. Del artículo 1°. de este contrato, el Gobierno le adjudicara, en el Departamento de Panamá, las doscientas cincuenta mil ( 250,000) hectáreas de tierras baldías que por resoluciones ejecutivas se ha declarado que le corresponden, y le entregara los títulos respectivos, siempre que se cumplan por parte de la Compañía las formalidades legales sobre la materia.
