º. Cuando en el artículo 7º del Decreto-ley 196 de 1971 se exige acompañar certificación del Ministerio de educación Nacional sobre reconocimiento oficial del titulo universitario respectivo, se entiende que tal certificación podrá expedirse por la entidad en la cual se haya delegado tal función.
