El municipio de Cali procurará que todos los campesinos que tienen labranzas en las hoyas de los ríos nombrados en el artículo anterior y en los otros afluentes de los ríos Cali y Pance, entren como socios de las cooperativas de producción agrícola. Para este efecto, las cooperativas podrán recibirles, como pago de sus acciones, las mejoras y terrenos que tengan.
