ARTICULO CUARTO

Las Partes Contratantes se comprometen a favorecer la asistencia recíproca que puedan prestarse entre sí, los centros profesionales, científicos, artísticos, tecnológicos y otros organismos oficiales, semioficiales o que cuenten con el apoyo de cada Gobierno, mediante la creación de becas de estudio, de práctica, investigación o simple observación.
