Artículo primero. Autorizar al Instituto Nacional del Transporte para formar parte de las sociedades que tienen por objeto la construcción de terminales de transporte en las ciudades de Cartagena, Manizales, Duitama e Ipiales, e incrementar sus aportes en las terminales de transporte en Bogotá y Armenia, en la Sociedad Promotora de Transporte Masivo del Valle del Cauca "Protrans Ltda." y en el Centro de Diagnóstico Automotor del Valle del Cauca Ltda.
