El pago y reajuste de las asignaciones señaladas en este Ley, se seguirá haciendo con imputación a las apropiaciones señaladas en los artículos 2° y 3° del Prepuesto Nacional vigente, y el Gobierno, en caso de insuficiencia de las partidas, podrá hacer dentro del Presupuesto, respetando las normas sobre esta materia, los traslados necesarios y las operaciones de contabilidad a que haya lugar para atender el pago en referencia
