Las importaciones a que se refieren los artículos anteriores se efectuarán amparadas por los certificados expedidos oficialmente por Colombia, contra los correlativos de exportación facilitados por el país de donde proceden las sustancias y con sujeción a los cupos señalados por el Consejo Internacional de Estupefacientes de Ginebra y por la entidad que haga sus veces.
