Miembros. La Policía Cívica Juvenil estará constituida por jóvenes nacionales o extranjeros residentes legalmente en el territorio nacional, de excelentes condiciones morales y sociales y deseo de servir a la comunidad, cuyo ingreso será voluntario y su nombramiento se hará a través del Comando de Departamento de Policía o Policía Metropolitana.
