El Ministerio de Trabajo, Higiene y Previsión Social girará, a favor del Instituto Nacional de Higiene, en uno o varios contados, el valor indicado en el Artículo 2° de la Ley 36 de 1939, para lo cual se abrirá preferencialmente el crédito adicional respectivo. El Instituto llevará y rendirá a la Contraloría General de la República y al Ministerio, cuenta especial de ese fondo, que tendrá carácter de fondo rotatorio.
