Art. 10. Para que un individuo tenga derecho á la prima señalada, se necesita que desde el principio forme un expediente ante la autoridad que designe el Poder Ejecutivo al reglamentar esta ley, para evitar los fraudes que pudieran ejecutarse, el cual terminará el día en que se cumplan los cuatro años de sembrado el predio; y con copia de la última resolución podrá presentarse á la Secretaría respectiva para que se le reconozca el crédito y se ordene el pago.
