Los planes anuales tanto de compras como de ventas requeridos, deberán ser enviados al Departamento de Control Comercio Armas, Municiones y Explosivos del Comando General de las Fuerzas Militares, a más tardar en el mes de diciembre del año inmediatamente anterior al de la ejecución de los planes.
