Artículo transitorio 30. Autorízase al Gobierno Nacional para conceder indultos o amnistías por delitos políticos y conexos, cometidos con anterioridad a la promulgación del presente Acto Constituyente, a miembros de grupos guerrilleros que se reincorporen a la vida civil en los términos de la política de reconciliación. Para tal efecto el Gobierno Nacional expedirá las reglamentaciones correspondientes. Este beneficio no podrá extenderse a delitos atroces ni a homicidios cometidos fuera de combate o aprovechándose del estado de indefensión de la víctima.
