Art. 2.° Ratifícase igualmente el Decreto número 1 ° de 30 de Diciembre de 1904, sobre arbitrios fiscales, con la sustitución del artícelo 3.° por el siguiente: "El Gobierno fijará la fecha en que deban expedirse las libranzas á que se refiere el articulo 2.° de la Ley 11 de 1904 ."
