El derecho de explotar los yacimientos o depósitos situados en los terrenos de que habla el artículo 3º se adquieren por la concesión de arrendamiento que otorga la Nación a toda persona natural o jurídica, que, conforme a las leyes comunes tenga capacidad para obligarse como arrendatario y adquiera el derecho de serlo, según las disposiciones de esta Ley.
