ARTICULO 3° El artículo 1° de la Ley 19 de 1939 quedará así:

"El Gobierno Nacional procederá a realizar las gestiones conducentes a la construcción de un edificio modero en la ciudad de Barranquilla, con destino a las oficinas nacionales.

"Para tal construcción el Gobierno podrá emplear dineros provenientes de empréstitos internos o externos."
