El Instituto Colombiano de la Juventud y el Deporte actuará preferentemente en cooperación con las asociaciones nacionales deportivas y juveniles, reconocidas por el Gobierno Nacional, y con las autoridades de los Departamentos y del Distrito Especial de Bogotá, con miras a lograr que se estructuren planes a escala regional, en los diversos deportes y actividades juveniles en los cuales se integre el esfuerzo de los Departamentos, del Distrito Especial y de los Municipios colombianos.
