Restablécese la vigencia del artículo 400 del Código Penal, en los siguientes términos: Cuando el valor de lo hurtado sea inferior a quinientos pesos, y las circunstancias personales del responsable no revelen mayor peligrosidad, puede el Juez reducir la pena hasta la sexta parte del mínimo correspondiente y sustituír el arresto a la prisión.
