°. Modifíquese el artículo 16 del Decreto 4000 de 2004 el cual quedará así: Artículo 16. Cuando una solicitud de visa se presente de forma incompleta, se le indicará al peticionario los requisitos que falten, se le devolverá la documentación y se radicará la solicitud con concepto de inadmisibilidad. En este caso, el extranjero podrá pedir un salvoconducto de permanencia ante el Departamento Administrativo de Seguridad, DAS, para solicitar o cambiar su visa, en los términos del numeral 80.2.1 del presente decreto.
