El Gobierno podrá autorizar la fundación de sociedades cooperativas de crédito que tengan por objeto servir de intermediarios para los préstamos entre la Caja de Crédito Agrario e Industrial y los agricultores, ganaderos o industriales, y a las cuales podrá tal establecimiento bancario hacer préstamos o descuentos sin las limitaciones de que tratan el artículo 34 de Ley 57 de 1931, el ordinal a) del artículo 7º del Decreto legislativo 1998 de 1931 y el artículo 10 del Decreto legislativo 553 de 1932. Las condiciones especiales a que deben someterse tales cooperativas intermediarias para su constitución y funcionamiento, serán determinadas en los estatutos de la Caja de Crédito Agrario e Industrial, y por lo demás, tales cooperativas quedarán sometidas al régimen de la Ley 134 de 1931 y de sus decretos reglamentarios.
