Como regla general, las tierras baldías se titularán en Unidades Agrícolas Familiares, conforme al concepto establecido en esta ley, salvo las excepciones que establezca el Consejo Directivo cuando se trate de las adjudicaciones de tierras a las comunidades indígenas, negras y demás minorías étnicas, y en las adjudicaciones derivadas de los contratos de explotación de baldíos que se celebren con las empresas especializadas del sector agropecuario y/o forestal en las zonas de desarrollo empresarial a que se refiere el Capítulo IV del Título III de esta ley.
