Las partidas nacionales a que se refiere esta Ley serán incluidas forzosamente por el Congreso y el Gobierno en el Presupuesto de los años de 1967, 68, 69 y 1970. En caso de que no fueran incluidas las citadas partidas en el Presupuesto Nacional, el Gobierno deberá abrir los créditos y hacer los traslados y apropiaciones presupuéstales necesarias para que se cumpla la presente Ley.
