° EL Consejo Directivo de Comercio Exterior, dentro de las facultades que le confiere el artículo 76 del Decreto ley 444 de 1957, dictará las normas necesarias para la expedición de las autorizaciones y modificaciones de que trata el artículo anterior. En igual forma podrá el Consejo Directivo de Comercio Exterior cuando las circunstancias lo hagan aconsejable, variar el porcentaje mencionado en el artículo 1° de este Decreto.
