º . Muelles turísticos, marinas deportivas y terminales de cruceros. El Ministerio de Comercio, Industria y Turismo podrá declarar como Zonas Francas Turísticas las áreas en las que operen muelles turísticos, marinas deportivas y terminales de cruceros, previo cumplimiento de los requisitos consagrados en el Decreto 2131 de 1991, por el cual se dictan normas sobre la estructura y funcionamiento de las Zonas Francas Industriales de Bienes y de Servicios .
