La mercedes de aguas de que trata este Decreto se otorgarán a favor del pueblo que las haya menester para el servicio doméstico de sus habitantes; a favor de la heredad que carezca de las aguas necesarias para el servicio doméstico, abrevaderos, o para el cultivo de sementeras, plantaciones o pastos; a favor de un establecimiento industrial que las necesite para el movimiento de sus máquinas; y en todos los demás casos que se estime conveniente por parte del Gobierno.
