Intervención de la Dirección Departamental, Distrital o Municipal de Servicios de Salud. En situaciones de emergencia o desastre o cuando se considere necesario para garantizar la adecuada y cumplida ejecución de campañas o acciones de salud pública, el Ministerio de Salud podrá asumir la dirección técnica y administrativa de las Direcciones de Salud, pero solamente por el tiempo que dure la emergencia o la campaña directa de que se trate, o la reprogramación de las mismas, y siempre que a su juicio la dirección territorial entorpezca o impida la debida prestación del servicio.
