Art. 3.° El mencionado ausilio se destinará a la construccion de la vía que úna la ciudad de Santamarta con el rio Magdalena, de que trata la lei 6.ª de aquel Estado, "sobre fomento," espedida por la Convencion de 1879; debiendo el Poder Ejecutivo nacional suspender el pago de dicho ausilio, si no se invierte en la obra espresada.
