Artículo tercero. El gobierno nacional ejercerá la reglamentación, dirección e inspección de las universidades con la asesoría del fondo universitario nacional, cuyas decisiones en esta materia no tienen efecto sino mediante la refrendación del ministerio de educación nacional, y directamente por dicho ministerio en lo relativo a los demás institutos de educación superior.
