Los empréstitos externos para financiación industrial, para cuyo otorgamiento se exija la garantía del Gobierno Nacional, sólo serán autorizados para proyectos aprobados por el Consejo Nacional de Política Económica y Planeación. Cuando dicho Consejo lo estime conveniente, contratará el estudio y evaluación de tales proyectos con el Instituto de Fomento Industrial. La vigilancia de la inversión de dichos empréstitos podrá ser encomendada por el Gobierno al mismo Instituto.
