Artículo único. En el Presupuesto de la próxima vigencia se incluirá la suma de diez mil pesos ($ 10.000) con que la República de Colombia contribuye para el Monumento que las Naciones de habla castellana erigirán en Madrid a don Miguel de Cervantes, considerado como el símbolo más excelso de la raza española.
