° En casa zona de beneficiarios de la Reforma Agraria, el Instituto promoverá la formación de cooperativas agropecuarias que se constituirán preferencialmente con los usuarios de esos programas y a los cuales podrán pertenecer también las personas naturales y las jurídicas sin ánimo de lucro que reúnan las condiciones reglamentarias y estatutarias.
