En los eventos previstos en el artículo anterior, o cuando se trate de la violación de las normas aplicables a las zonas de reserva agrícola o forestal establecidas en los planes de desarrollo de los municipios o distritos con más de 300.000 habitantes, el procedimiento de extinción del dominio será adelantado oficiosamente por el Instituto, o a solicitud del Ministro del Medio Ambiente o su delegado, del Director General de la correspondiente Corporación Autónoma Regional, del Procurador Delegado para Asuntos Ambientales o del respectivo Alcalde de los municipios o distritos con más de 300.000 habitantes.
