º. No gozará de franquicia las encomiendas consistentes en artículos que no sean de consumo y de primera necesidad, ni las de cigarros, cigarrillos, tabaco sin manufacturar, licores y cervezas de cualquier clase, ni las dirigidas a enfermos que tengan comercio establecido de los artículos que reciban por encomienda. En caso de que llegaren encomiendas para estas personas, los Administradores exigirán el pago de los derechos en la forma prescrita en el artículo anterior so pena de sufrir la sanción correspondiente.
