Las primas y diferencias de cambio sobre giros al exterior se cubrirán por los distintos Ministerios y Departamentos Administrativos con cargo a la apropiación del respectivo servicio, cuando tales primas y diferencias de cambio sean de cargo del Gobierno Nacional.
