º. Deróguese en todas sus partes el articulo 3º del Decreto 447 de 1924 y en su lugar se dispone que las solicitudes a que se refiere el citado articulo, serán consideradas y resueltas con aprobación del Ministerio de Instrucción y Salubridad Públicas por el abogado del mismo Ministerio.
