La Tesorería General mantendrá la totalidad de las entradas del Fondo Especial de Caminos a la orden del Ministerio de Obras Públicas, y no podrá disponer de tales fondos ni a título de préstamo, para el pago de gastos ajenos al ramo de Vías Públicas Nacionales.
