De conformidad con lo previsto en el artículo 26 de la Constitución Política, todo habitante en el territorio nacional podrá ejercer la locución en los servicios de radiodifusión sonora sin necesidad de licencia o permiso alguno por parte del Ministerio de Comunicaciones, sin perjuicio de lo establecido en los artículo 37 y 38 de este Decreto, en relación con los directores de programas periodísticos o informativos.
