El presente capítulo se aplica a los procesos de postulación, asignación y aplicación del Subsidio Familiar de Vivienda Urbano que otorga el Fondo Nacional de Vivienda, Fonvivienda, para la atención de hogares damnificados en sus viviendas por el Fenómeno de La Niña 2010-2011 y aquellos ubicados en zonas de riesgo en los términos del presente decreto.
