Art. 4. ° Cuando las correspondencias i las publicaciones mencionadas en los artículos 1.° i 2.° pasaren en tránsito por uno de los países, estará éste obligado a encaminarlas a su destino, i si para ello hubiere necesidad de franquearlas, el franqueo se hará por cuenta del Gobierno a quien pertenezca el correo de tránsito, sin responsabilidad del otro.
