Art. 2.° Durante el estado de sitio no podrá hacerse ninguna publicación periódica ni de otra clase, sin permiso periódica ni de otra clase, sin permiso previo del Ministerio de Gobierno.
Parágrafo
Esta facultad podrá delegarse á los Gobernadores.
