Los contratos de empréstito de que tratan los artículos precedentes se perfeccionarán mediante su publicación en el Diario Oficial , requisito que se entiende cumplido en la fecha de pago de los derechos correspondientes o de la orden de publicación impartida por el Ministerio de Hacienda y Crédito Público-Dirección General de Crédito Público.
