Para la aplicación de las medidas preventivas y las de seguridad, el Ministerio de Minas y Energía, las autoridades delegadas y/o las dependencias correspondientes de las entidades adscritas o vinculadas que tengan a su cargo el manejo de recursos mineros y las Estaciones de Apoyo y Salvamento Minero de la entidad correspondiente, podrán actuar de oficio, por conocimiento directo o por información de cualquier persona o a petición de parte interesada.
