ARTICULO 140. Plazos de presentación del presupuesto . El proyecto de presupuesto anual deberá presentarse a consideración del Concejo dentro de los tres (3) primeros días de las sesiones ordinarias del mes de noviembre. Si el proyecto no se presentare dentro de dicho plazo, regirá el correspondiente a la vigencia anterior, ajustado de acuerdo con el artículo 348 de la Constitución Política. Si el Concejo no expidiere el presupuesto antes del diez (10) de diciembre, regirá el proyecto presentado por el Alcalde Mayor.
