Para el establecimiento y funcionamiento de estudios de carrera de técnico constructor, la facultad, escuela o instituto, público o privado, que los organice, deberá tener la aprobación del Gobierno Nacional. Cualquiera de dichos establecimientos deberá tener igual aprobación para otorgar el título de técnico constructor. Las aprobaciones de que trata este artículo se darán por medio del Ministerio de Educación Nacional.
