Los recursos del balance provenientes del superávit de caja o tesorería, cancelación de reservas, recuperación de cartera y venta de activos, podrán utilizarse para la apertura de créditos adicionales, siempre y cuando no se haya presentado déficit presupuestal en la vigencia anterior. Las apropiaciones y préstamos del Presupuesto Nacional no podrán emplearse como recursos del balance.
